This happens to certain Canon printers if the "Spool Data Format" is set to RAW in the driver. To fix this, change the "Spool Data Format" setting to EMF.

Open the Start menu and choose Settings/Printers.
Open the Canon printer icon.
Open the Printer menu and chose Properties.
Click the Spool Settings button.
Open the Spool Data Format menu and choose EMF.
