To lower the mouse double-click speed in Windows:

Click on Start.
Go to Control Panel, or Settings then Control Panel for some versions of Windows.
Double-click the Mouse icon in the Control Panel.
On the new window, if not already selected, click on the Buttons tab.
Set the "Double-click speed" to "Slow".
Click the OK button to save the settings.
